Following the 2025 provincial merger, Long An was consolidated into an expanded Tay Ninh province, creating one of southern Vietnam’s largest industrial bases with 43 combined industrial zones directly bordering Ho Chi Minh City. ECOVIS Vietnam Law helps international manufacturers set up and operate in Tay Ninh — from investment licensing to land, construction and labour compliance.

Attorney Vu Manh Quynh is the Managing Partner of ECOVIS Vietnam Law, advising international investors on Foreign Direct Investment (FDI), corporate governance, and regulatory compliance in Vietnam.

Why manufacturers choose Tay Ninh

The merged province combines the former Long An’s dense network of industrial parks (including eco-industrial parks such as Prodezi) and strong logistics links to Ho Chi Minh City and the Mekong Delta, with Tay Ninh’s border-gate economic zones and lower land costs, making it attractive for manufacturers seeking HCMC-adjacent capacity at competitive cost.

The merged Long An–Tay Ninh corridor has attracted over US$14.2 billion in registered FDI across 1,483 projects to date, representing roughly 71% of foreign-invested projects in the Mekong Delta region (provincial investment promotion data, 2025).

Practitioner note (draft — pending Attorney Vu Manh Quynh’s review before external attribution): “Investors who had Long An in their site-selection shortlist should re-check it under its new Tay Ninh administrative identity — the underlying industrial zones and land terms haven’t changed, but licensing correspondence and provincial DPI contacts have.”

Frequently asked questions

Can a foreign investor build a wholly-owned factory in Tay Ninh?

Yes. In most manufacturing sectors a foreign investor can hold 100% and lease land in an industrial zone, subject to project approval and the relevant licences.

What comes first — the IRC or the land lease?

Sequencing matters. We coordinate the IRC, the land / factory lease and construction approvals so commitments are made in the right order and on realistic timelines.

Do you handle labour compliance for factories?

Yes. We prepare labour contracts, internal labour regulations and social-insurance registration, and advise on work permits for foreign managers.
